Visitors from many foreign countries came to Japan in Far East repeatedly from old days for
several thousand years. They were called "Ki-ka-jin" which means a naturalized citizen in
Japan.
They contributed to the development of Japan and the interchange of the culture. It is not
exaggeration even if it is said that without the technology and the knowledge that they
brought into Japan we were not able to build up either Nara city or kyoto city which are the
symbols of the typical Japanese culture in old days. Many Shinto Shrines and Buddist temples
at that time are no exception.

The story of mystery of Koma-Inu, so-called Lion dogs in Shinto Shrines by Mr. Hayashi of
Scholar of citizen interests us. They are not dogs as is widely believed in Japan. They are
deities themselves. It is said that they are derived from Enlil (lion) and Enki (Unicorn) of
Mithraism, which are the same daities as guardian animals on the Ishtar gate of Babylonia.

In 1965, Betty Jane Meggers(Ph. D), her husband, Cliff Evans (a fellow Smithsonian
archaeologist) and Emilio Estrada(a young Ecuadorian businessnan and dedicated avocational
archaeologist) announced that from Valdivia remains of Ecuador in South America, the
earthenware vessel group which is thought to have the same origin as Japanese straw-rope
patterned pottery was discovered. There is an opinion that in the last part of the straw-rope
pattern ( Jomon ) era of about5000-4000 years ago the " Jomon-jin " which means the
ancient Japanese went across the Pacific and had the interchange with people in South
America.

The Japanese had the interchange with many people abroad from the ancient times, and
accomplished progress. Maybe current Tokyo is the symbol which has been created on the
basis of the interchange with many foreign visitors and Japanese people.

Key points of the amendment of the Immigration Control and Refugee Recognition Act(Act No. 74 of 2014)

The purpose of the revision of the Immigration Control and Refugee Recognition Act in 2014
is to promote the acceptance of a foreigner contributing to economic development of our
country in globalization of the economy.
Therefore, the maintenance of a residence status concerned with a foreigner having high
specialized ability is carried out. In addition, measures to facilitate a procedure of the landing
examination still more are taken.
Summary of the revision is as follows.


Maintenance of the residence status
(from Apr.1, 2015)

1.The new residence status "Advanced Professionls" forhigh talented people is
founded.
For the purpose of receiving the talented people having high specialized ability from foreign
countries, the old law gave a residence status of "Designated Activity " (特定活動:とくていか
つどう)conventionally and carried out preferential treatment in various immigration control.
However, the new law establishes "Advanced Professionls NO1 " (高度専門職1号:こうどせんもんしょくいちごう)as a new residence status for such people.
In addition, "Advanced Professionals NO2 " (高度専門職:こうどせんもんしょくにごう)
which largely relaxes activity restrictions and makes a residence period indefinite will be given
for the people who resided in Japan with this qualification for a certain period of time.

2.The residence status "Invester/Manager" turns to "Manager/Controller".
The new immigration law changed the name of the current residence status from "Invester/
Manager " (投資・経営:とうし・けいえい)to "Manager/Administrator " (経営・管理:けいえ
い・かんり)in order to be able to receive the foreigner who performs business management
activity in a company in Japan widely. In addition the activity of the new residence status
includes no ties with the conventional foreign capital. So the foreigner can also perform the
management of the domestic capital company by this qualification.

3.The residence status "Engineer " and "Specialist in Humanities/International
Services " are unified.
The new law abolishes the division of "Engineer " (技術:ぎじゅつ)and "Specialist in
Humanities/International Services "(人文知識・国際業務:じんぶんちしき・こくさいぎょうむ)
, which are based on the conventional division (physical science, liberal arts) of the
knowledge that is needed to perform their work. The new law unifies those two kinds of
residence status into the one named "Engineer/Specialist in Humanities/International
Services " (技術・人文知識・国際業務:ぎじゅつ・じんぶんちしき・こくさいぎょうむ)in order
to support flexibly the needs of the company in regard to receiving the foreigners working in
specialized and technical fields (eg. The IT field).

4.The scope of application of the residence status "college student " is expanded
toward Elementary and junior high school student.
The scope of application of the residence status " student "(留学:りゅうがく) is expanded
toward Elementary and junior high school student for the purpose of contributing to the
international exchange promotion for the student of low age in school education.


Procedure for the facilitation of the landing exam is established
(fromJan.1, 2015 )

1.A passport control procedure is facilitated with regard to the foreign traveler of the Cruise ship.
A "ship sightseeing shore leave " system is established to accept the landing by a simple
procedure for the foreign passengers of the Cruise ship whom the Minister of Justice appoints.
When the foreigner who enters the country by plane and acquires the residence status of
"Temporary Visitor " (短期滞在:たんきたいざい)moves to the other countries and comes
back to
Japan again by a cruise ship within a fixed period of time, he or she does not need a re-entry
permit as a general rule.

2.A passport control procedure is facilitated with regard to reliable passenger.
The range of the target person whom an automation gate is available to is expanded towards
the one who is admitted and registerd that there is no fear to visit Japan frequently, and to be
the foreigner who stayed in our country for a short term, and to provide the personal identity
information such as fingerprints beforehand, and to receive examination, and to produce a
problem in the immigration control.
For the person meeting the requirements mentioned above, a seal of the shore leave is
omitted, and a means of authentication (specific registrant card ) of the landing means for this establishes it.
